We have 4 819 routers that come licenced for was express. The first unit is about 6 months old and was is licenced and ready, the 3 new units show was as expired and don't show any licence. Is there a command to enable the was?

Hi,
NOTE: Below is when you had purchased the license and have PAK file. If you don't have this, please contact CISCO LICENSING team and they will generate one for you.
Obtain a license:
A PAK will be provided after you purchase the WAAS Express license. At the time of placing an order, you can choose the PAK to be mailed to you or electronically mailed. Collect the output of show license udi command , Note the product ID (PID) and serial number (SN).

Visit the Cisco License Activation Portal ( http://www.cisco.com/go/license) and enter the PAK, product ID, and serial number information, along with your contact email address. A license file will be generated and emailed to you.
Hope this helps!

One of the devices in question is the 819HG 4G unit which came with the license envelope, but no codes on the sheet inside. The 819HG units are meant to come with waas express and our first unit last year did and was preinstalled.
