As earlier user pointed out, this is a communication failure between NME and the router. As this is an NME module, is this doing WCCP with 2811 itself (local 2811 where NME is installed?). If yes, there may be something else.
But if the router is not local NME module, this is clearly communication failure between NME and the router - 184.108.40.206.
If this is still down, try pinging WCCP router from NME and vice versa. These kind of issues can be caused by routing changes, ip address changes, etc. Please make sure router and NME can talk to each other over UDP port 2048.
