7921 and Network Busy

I have a New wireless network running with 12 1131's and no controller.

The Data works fine, and the voice vlan appears to work.

The phone authenticates (7921 running 1.04 tried 1.03 as well same symptom)

IT is registered in CCM, It stays up and doesn't re-register but when I try and dial out I get Network Busy. If I place a call to it it says network busy even though I seem the call coming in..

Any ideas?

Assuming you do not have a CCM issue, try disabling all CAC and WMM. I think there might be a bug with the 7921 and WMM/CAC. We have been having problems with it and TAC hasn't gotten them resolved yet.

No issues w/ CAC/TSPEC and 7921. If using autonomous AP, ensure 12 mbps is set as a nominal rate as that is the PHY rate configured on the 7921 by default. If using WLAN controller, ensure 12 mbps or higher is enabled.
