VoWiFi in emergency situations

Hi all,


I just read a white paper on 802.11u and there was a specific point on the advertisement of emergency services. This got me thinking.

Are there currently any countries that have regulations with regards to VoWiFi, where emergency calls must be available at all times, in order to avoid situations where someone's life is at stake?

I am curious, because if you are in such a situation, could you be held liable, if a call didn't get through due to bad Wifi design?

Some countries are are litigious than others.  A particularly bad example is the USA.  People seem to like suing each other to try and profit from others misfortunes rather than using common sense and decency.

So the answer has to be a big fat yes.
