Resolution
This error message indicates that the update process (upgradaging from VxWorks to Cisco IOS ) is not completed because of low memory in the device. The memory is low due to the loading of the huge .ini file that takes place with the Download All System Configuration option.
The upgrade process may not be successful if the non-Cisco IOS Access Point (AP) has the configuration loaded with the .ini file that was acquired through Download All System Configuration option. Use the .ini file from the Download Non-Default System Configuration option.
