Resolution

The error message does not indicate a power injector issue but more than likely, it is an issue between the switch and access point (AP).  The AP knows it is powered up but cannot negoiate power with the switch, so it shuts down the radio with the not draw too much current from a power source that can not supply enough power error message.  So if you use a power injector, you need to issue this command once the AP has joined:

config ap power injector enable installed

If you use a Cisco switch that supplies Power over Ethernet (POE) of more than 6w but does not support the intelligent power management (IPM) feature, then you also need to run the config ap power pre-standard enable command.

Note: If you run the latest code on the controller, you can do this from the graphical user interface (GUI).

Refer to the Aironet 1200 Series, 1230 AG, and 1130 AG APs section of Cisco Aironet and WLAN Controller Product Power Options for more information on the power options for 1130 AP.
