Core Issue

Bridge tolerance which is CCA was configured lower to the noise, thus causing connectivity problems among the root and non-root bridge.

Resolution

If there is a flapping issue among the root and non-root bridges, it is necessary to check the Cisco Clean Access (CCA) and distance settings. The CCA is the point at which the bridge considers signal noise versus good signal, which is the tolerance of that bridge as to the noise.  If noise is more than the CCA, the bridges have connectivity problems. The default value as per Cisco is  61dBm and if you run an increased value of noise in the environment, that possible leads to problem. If the noise evaluates to be  62dBm on the Root and  63dBm on the Non-Root, then under the network interfaces on both devices, you need to configure the CCA to 75 and distance to 1.
