We have customer that requires specials tones to be passed from one to location to another location via cisco routers with FXS cards. The call has to be always off-hook and its should just pass the tones with any conversion end to end. Has anyone configured this on gateway before?
The flows is "Tone->FXS->Router(FR,ATM,IP)->Router->FXS->Tone management system".
These are special tones for train signals.

I would suggest replacing the FXS cards with E&M cards (VIC-2EM). The EM cards are designed for a Trunk circuit such as what you are describing, and as such are always "Off Hook". They can be configured as 2wire (POTS) or 4Wire (Private Line).

I think you can make Trunk connection end to end, with hoot n holler circuit alike
which will keep the path end to end open and FXS offhook
