create user without email address

Is it possible to create an user in Cisco Spark (cloud version) without using an email address?

If it's possible what kind of rights are there needed?

In every case that I'm aware of, an email address is required for a user to sign up for Spark. The link above refers to the SIP addresses that are created for each user in a managed org when a company subdomain is chosen.
