Does anybody knows what this feature was designed for?

username newuser attributes

memberof DevTest,management

Is it another form of Group Lock feature?

username newuser attributes

group-lock <tunnel-group1>

This is only used for administrative use, it does not intend to be used for group-lock (VPN) or any other use than the admin use on the ASA itself.
