Latency network connection

Dear all,

I need your suggestion please. 

We have a network LAN with 4 Vlans configured under an L3 switch 3650, under this L3 switch there are 3 L2 switches. To pass to the internet, we must bypass an ASA5510 Cisco firewall.

The bandwidth of the internet connection is 2MB.

The problem is that users have only 0.5MB downloading and ping replay to internet exceeds 200ms.

What do you recommend me to do in order to catch the cause of this latency please ?

First look for, or determine if there's congestion.  It's not difficult to congest 2 Mbps.

Monitor link bandwidth utilization.  Monitor interface drops.

We must make the monitoring operation on L3 switch interface which is connected to the firewall or in all interfaces of the L3 switch? because when we compare the value of bandwidth, we note that at the switch L3 , the bandwidth is decreased from 1.2MB downloading (which is measured in the firewall) to 0.6MB in the L3 switch.

Ideally, you want to monitor port(s) with traffic to/from only the Internet.
