I am using the GSM tool to move users when I right click on the user and select Move Subscriber I do not see the Unity server that I want to move them to. Under Dialing Domain Options, I see two other servers but not the one I want to move the user to. Under Delivery Locations, I click the search button then Find, I see the server in the list, so I am not sure how to get that server visiable in the GSM tool.

You need to make sure Digital Networking is setup completely and sync'd before you can use the GSM tool. GSM will not work if Digital Networking is not working.

Also, here is the GSM help file. SQL accounts are a biggy to make it work also.

Yes digi networking is setup, I moved one site already to the new server, but the other site will not show up on GSM.

Have you verifed its working? Such as calling into the directory and spelling a name of a subscriber on the remote system?
If you have a large AD, and you just set it up, it can take awhile. But if you know for sure Digital Networking is working (sending messages, directory lookups, through the TUI) then GSM is probably hung up on the SQL login. The SQL user and account you log into the Unity server must match the remote server, it will not work.
But if GSM does not even see the remote server, then I would have to assume digital networking is not working correctly.
