OOB Problems w/Modem Connected to Console Port

I have a USR modem w/analog line connected to console port on Cisco 1721 or 2620XM router. Routers are running 12.3(12a) IP Plus images.

Problem: I cannot connect to the modem when it's connected to the router. However, when the modem is disconnected from the router, I can connect everytime. I'm not sure what is going on here, any ideas.

What command string is sent from the router to the modem upon connection or powerup?

line con 0

exec-timeout 5 0

password xxxx

login

transport preferred none

Please ensure that init string is correctly configured in the USR modem.

Seem to remember to use "transport input all".

Found an example: http://www.cisco.com/en/US/tech/tk801/tk36/technologies_configuration_example09186a0080094579.shtml

There is alot more to it, then what you have done.

Hopefully the example will help you.
