If you dial 9 or 9# and wait for the inter digit timeout. If you give you a second dial tone. From there you can dial anywhere.
How do I fix this? Thank you!
In addition, PRI does not have this problem. Only analog trunks

destination-pattern 900[1-9]...T
prefix 00
replace 00 with your international access if different.

Yes, but the destination-pattern I suggested, is "better" because it enforces both pattern for country codes (none starts with 0) and a minimum number of digits to follow.
