Can I perform ISSU from :cat4500e-universalk9.SPA.03.11.00.E.152-7.E.bin,1  to cat4500e-universalk9.SPA.03.11.06.E.152-7.E6.bin without a step? Can I go from one straight to the other?

I personally suggest to use traditional way, rather issue.

is ths dual sup ? and VSS ?

I do not see any issue, sicne this is same train of code, until you see bugs associated with the version and understand the caveats you good to go.

Never, ever, believe in the hype about ISSU, FSU/eFSU.

ISSU, FSU/eFSU do not (always) work in production -- It will work in a "lab" environment but, in the wild, it normally fails most of the time.
