Some Troubleshooting tips:
1. Ping the associated IP address to confirm connectivity. If you cannot ping your destination, its the network connectivity problem
2. Use the 'show voice-port' command to make sure that the port is enabled. If the port is offline, use the no shutdown command.
3. If you have configured E&M interfaces, make sure that the values pertaining to your specific PBX setup, such as timing and type, are correct.
4. Make sure the VICs are correctly installed.

Is this still a problem ?
if so, There are a couple of obvious issues.Check your exchange E&M type is correct for your config, for example Nortel type 1 is Cisco type 5.Sounds like you have a wiring issue with your M lead.
have you tried using the "connection type" command in your voice port config. you could use either trunk or even tie-line if bandwidth is tight.A real quick test is to use the cisco blue rolled cable and map your two E&M's together. this will translate the pinouts and you can direct selct your trunk 1 and receive a call on your other trunk line.
Hope this helps.
